i have two of them so i can answer this twice

no
no

it is a great dust cover- very soft and well lined. it is great for indoors. my top is always down and when i park, the cover is on. no little hands finding their way into the car... and no dust either!!
but for outside you should prob use a weather proof cover. the honda cover would just let water right through (oddly the instructions say to wash it on the car and let it dry there- and i would never do that!)

I have one and I use it with covered parking. It does good job keeping
away the dust and from unwanted attention. If I have to park outside
with no cover then I would prefer all weather cover when it rains.

My OEM Cover is great in the rain! Just don't use it on a dirty car or the paint will scratch. It can dry on the car. May leave a little lint that's it. I have 2 also, 1 I use under my winter plastic cover works great.

I would say,it's an indoor car cover, for keeking dust away, only.
I would not use it outside in the rain,snow,etc...
