Thanks guys. Still nothing from Corey nor PayPal. I've faxed all documentation/correspondence to the Navy Federal Claims department. Hopefully, they (Navy Federal) will act quickly to resolve this.

OP let paypal do their work. If you contact them through the phone usually they can move a little quicker. Paypal works off of buyer protection. They always try to protect the buyer first. Make sure to attach those pictures and you shouldn't have a problem getting your money back.
I spoke with Corey a few minutes ago. He refunded the money. Subsequently, I closed all claims. This was an unfortunate situation, but I'm glad that Corey and I were able to come to an amicable resolution
I appreciate the help (from all parties involved).
Alright let me just cover a few things, I didn't just hit the "refund" button because the app doesn't allow you access to the resolution center.. the tear down of the LS1 took a total of 2 hours and it took place before this situation arose.
My comments about not having time to deal with UPS were made on the assumption that they only needed info from me if I were to move forward with the insurance claim, I did not realize Kyle needed me to contact them for anything on his end.
Furthermore I got home and accessed my computer and have refunded him.
Think what you would like but I didn't nor would i ever intentionally screw anyone over. It was a bad situation that was made worse by miscommunication and odd schedules. It is now resolved.

also, responding to a facebook post or message that is sent directly to my phone takes a lot less time than getting on here, logging in, reading all the unrelated posts and then responding here. Add to that the tendency for public disagreement to add fuel to the fire, doesn't seem like a good idea to move forward with resolution.
