Isn't there a little paper the shop asks the customer to sign with all the work descrption and the price of the job in order to prevent this problems? Isn't against the law to do something the owner doesn't agree to? I know Max is a straight up guy and he wouldn't screw anyone over but it seems your friend screwed up a little. Thats what I see. #1 The installer for doing things to the car he was not authorized to do (he should of reached the owner of the car to let him know of the situation) #2 If he did, he should of gave him the option to pick up his car if he didn't want to pay the difference for the missing parts. The truth is the guy doing the job should give his input on this and so we know both halfs of the story. Good Night!

Oh and yeah, and what Sarek said...
Couldnt have said it better myself..

oh yeah and every place i go to to get shyt installed or and oil change, i always get a notification if something else is wrong and if i would like for them to fix it, if it is going to affect the subtotal that is
