you dont sign up you just grab your ankles and get injected with the belife that you are different and that the rotory is the best motor of all time as long as you perform a 30min checklist before starting it everyday , but hey all cars should and your just ahead of the pack

Lots of factors here. Depends how much you can get a short block for. Which components you want and who is going to be doing the machining/assembly.

Finding a competent machinist and engine builder is going to take you a long way. I would not cheap out here.
