Default CEL P0138

I just recently got my headers thermal coated and did the installation. The following day my CEL came on and i pulled the code which is "P0138 O2 sensor 1 bank 2 has high circuit voltage. I did notice that upon installation and cranking the engine, there was a strong odor when the header was getting heated like it was the coating getting burnt guessing that the thermal coating that was on the inner part of the header didn't fully cure and somehow messed up the sensor. Could that be possible, and would cleaning off the tip of the sensor do me any good(wire brush) or is it better to just replace it with a new sensor? I used my obd scanner to clear the code but the cel came back on the next day. .

Reset your ECU by pulling the back up fuse. I had to put 2 no foulers on with steel wool in between.

What do you mean by putting steel wool in-between?
