I've seen this a few times when it's been really cold, it only holds there for a couple of seconds though, as an aside does anyone else think that the 1k tickover speed is a bit high, is this necessary? other cars I know run about 750ish without problems, maybe to help with kangaroo-ing due to hot air consumption.

If you put a OBDII reader on and get the revs exactly, when the engine is warm, the idle is about 800 on mine.

The speedo is actually inaccurate it is around 800rpm, but appears its idling at around 1000rpm, an s2000 doesn't actually rev to 9000rpm its 8900rpm too.

Idling high upon a cold start-up is normal, the car is going through an enriched cycle for ~30seconds, during this its running rich, idling high and the airpump is running to heat up the CAT quickly for reducing emissions quickly as possible. During this time it also check the coolant temperature.

Gbduo is correct.
