Best advice is to get him in the lowest insurance car you can find for a year or two and get his NCB built up, it's a fact of life for 17 year olds these days that insurance has rocketed and most will not be able to afford to insure a car they want to drive, so end up not bothering at all or confined to something embarrassing until they turn 20.

If they did though and you lost the value of the car that would be way less than you are paying for the insurance anyway. Where third parties are involved I doubt very much an insurer would refuse to pay them out on the grounds that a "named user" was a "main user" (like I said earlier they may refuse to pay the value of your car but that's nothing to worry about when you are dealing with "bangers"). They would get slaughtered by the insurance ombudsman if they tried to refuse a third party's claim.
I agree the insurers "aren't exactly unaware that this goes on" -that's why even going this route isn't exactly cheap (maybe saving only 10 or 15% or so but thats a couple of hundred pounds at the rates being charged). Another reason why I think they would have to pay a third party's claim. This has to be a lot better than going unisured like some kids do.
