This is definately neglect. If it doesn't bother you having damaged wheels, use it as a bargaining tool.

Is that a green car too?

curb damage or monkey tyre fitter

Definitely get the tyres changed there are only two choices, either the standard Bridgestone ES02JZ of size 225's or other make in 245's.
The ES02JZ's are specifily designed for the S and its wheels to give you a 245 footprint. Fitting any other manufacturer's 225 will not give you the same footprint, or unlikely to, but would probably give you only a 225 footprint and a very nasty excursion into the nearest hedge or worse.

If you do buy it then I have 2 sets of spare wheels, 1 mint and 1 not so mint awaiting refurb, let me know.

I think it's just a Silver car and dodgy white balance on the photo guys zishean was specifically looking for a Silverstone with Red Leather, so I doubt he is considering a Lime Green
