Rust removal… rear bumper reinforcement

Rust removal… rear bumper reinforcement
Came across this while assessing the water in the boot.
Since this pic was taken I’ve used a wire brush on a drill to get rid of the loose rust however I can’t access the hollow section. There’s no way it’ll come off by normal means as the bolt’s have corroded and seized. An angle grinder is the only way if going down that road. I have managed to wire brush what I can and removed the loose rust. Can this channel be coated with something like Bilt Hamber Dynax S-50 or Dinotrol cavity wax (I have both products)? I can do the outer part with no issues.
Secondly, the stiffener has corroded quite badly to the point that some of it has rusted away. Is there a template to fabricate this or something similar? I’ve a large sheet of 3mm mild steel so plan to use that.
Aside from that, the rear seems pretty solid, however I plan on doing some preventative work while the bumper is off.

Yes common rust areas. Mine was the same. Ideally you remove the crash bar and get it blasted or dipped then power coated. For the bumper mounting plates yes I would try buy those parts from honda and get them welded on, or fabricate your own. They are important for preventing the bumper from sagging.
for any body rust I used Dinitrol rust converter then Dinitrol wax

I posted the part numbers in a thread just below

I think they are spot welded on so an easy enough fix
As for the bar, get a garage with one of those induction heaters to remove it for you, I got mine blasted and powder coated
