Cold air is denser and simply increases the amount of O2 in a given volume and the ECU adjusts the ignition/fueling.
It has nothing to do with the moisture content of fog.
Atmospheric presurre does have an effect but only really noticable with large changes in height from sea level.

As an example. In the Group B days the Metro 6R4 was the fastest accelerating of those beasts at sea level (normally aspirated V6) but reckoned to be the slowest when in Argentina (at altitude) when all the other Group B cars (FI) suffered less of a disadvantage...

Along with clouds etc too air rises near low-pressure areas.

On a dyno it can effect power output, I've witnessed it.

Thanks to that shit fog in the south coast, I had my flight cancelled twice since 8:20PM yesterday and only got back at 5PM today!
