From what you say, when the accident happened you had a passenger and both seat belt pretensioners have gone off hence unable to fit the belts.
When the car was repaired, I presume by a proper bodyshop they should have tested the belts and included them on the estimate to the insurance company.

If that is all correct you need new seat belts and pretensioner, sorry not sure how they come, knowing Honda the whole lot, get them fitted and the SRS light should then be reset.

Hope that helps and works.

edit;

Just had a thought, look at the seat belt stalks where you clip into and see if the "flags" are up, different coloured plastic, poss yellow flush with the buckle and about the same size, if so, definately need new belts.

Thats what I was trying to say, see if the flags are up, if they are the belts will not clip in, this is a result of the pretensioner going off and you need new parts, shall check a few details at work today and post later on.

on s2k's the pretensioners are in the seatbelts, not the clips, if they had gone off, then the belts would not move, i should no ive just replaced the whole airbag system on my 52 reg, if the light is on and the belts work as normal then you have a fault with the sensors in the front of the car that sense a crash impact,

Or the system is not connected up.......If any of the airbags or seatbelts are not connected the light will come on.

OK asked at work here and as the belts do not clip in then the buckles must be defective.
Best get it checked at the dealer as to why the light is on, reading the code would tell them if it is the impact sensors or if the belts or air bags are causing it.
