Default 28mm offset F and 71mm offset R for 18x8 and 18x10

I'm looking at a set of wheels that are 18x8 +28 and 18x10 +71. I was told that I will not need any fender modifications even when lowered. Anybody have experience or a similar setup can chime in and confirm this?

yes they will fit with a slight roll in the rear. The front will clear without a roll with a 215/45 tire.

Actually you can probably get away with 40 offset in the rear without rolling if you run 225 or 235 series tires. But that limits rim width to 8-8.5" or so. And it will depend some on the tire. Mount it all up and see before you roll the fenders.

oh and i'm also dropped about 1". would running skinnier tires decrease performance? i would rather not lose performance just to get these rims to fit, even though they are some sweet te37's.

Sort of depends. A narrower tire might be less expensive, especially if it is a more popular profile. That might let you move up to a better tire. Tire tread design and compound can make a bigger performance difference than a 10mm of width. Watch your stagger, though, unless you like to hang the rear end out (and are good at it.)

No you don't need to roll the rear is fine but the front just roll a bit, if you want to slam the car then you need roll the front

id just roll them to be safe if you plan on running thicker tyres later on. if your lowered, i think you'll find scrubbing when going over bumps (depending on how firm your suspension is)

You need to roll the rear for sure...

I couldn't drive properly with 17x8.5 +40 with 235 tyres

+28 offset up front? thats pretty aggressive
