Generally yes but that isn't going to take into account how the wheels will look when on the car. If you want to stay at stock height I would try to stick as close to OEM AP2 specs as you can. Don't go narrow just to be able to put lower offsets on there as you'll sacrifice the performance of the car and limit your tire choices.

My car is a 2000 AP1, fenders are not rolled and I have no intent in doing so as it's a low mileage unit that can be brought back to stock whenever I want to. The car is at stock height but my intentions is to drop it in the near future by 1 inch with Koni Sport Kit ( Yellow + eibach Springs) . Currently looking at Enkei PF01 SS 19x7 ET 60 on all 4 corners with Nitto NT01 235/40 front and 255/40 rear, with stock fenders and camber will it rub front or rear?

Do you mean 17x9? Going to assume you do as 19x7 would be a horrible wheel. Why not keep the stagger? That way you dont have to run a tire thats shorter than OEM 235/40 and they will likely fit a little better. When you lower it you will need to be careful in driveways and hard cornering as the front can still catch even with high offset wheels.

I'd run 215/245 on them.

17x7.5 + 40 offset (front)
17x8.5 + 40 offset (rears)

I assume these won't work with 215 front and 245 rears?
my fenders are rolled and using kwv3's

As long as the fenders are rolled those should be ok. May need a bit more camber but should fit.

currently running square 18x10.5 +45 volk te37 with 245/40/r18 stretched -3 camber all around, fronts are pulled and rolled and almost look like horizontal sheets lol, rears are rolled but dont think they are pulled, all season tires, with no rubbing, unless i hit a massive pothole. i am getting a free 2 free sets of tires nankang ns2r and nitto nt555 g2 in 255/35/r18, wondering how the tire dimensions will change with the stretch.

i get the wire width is wider, but the height is shorter, and the stretch should reduce the height even further, what are the chances these will fit.

255/35/18 is actually the correct size to keep the overall diameter close to what OEM is. I think the NT05's are on the narrower side for tread width however so it may be an issue but your all seasons probably aren't the widest tread width either.
