why is it so difficult to set the alignment to preferred UK specs.?

I've given this one shop the preferred UK alignment settings for optimum steering/suspension twice now and they just can't seem to set the caster, camber OR toe near those specs. Is the difference significant or not?

For example........

UK Optimum Spec. / what they set
Front Right Caster: 6.45" / 4.60"
" Left " 6.45" / 3.90"
Total Toe: .040" / .20

The mechanic told me that although the machine only registered the above settings for the caster, he continued to manipulate the tire (and to see it continue moving, he said) and had to "eyeballit" to where he believed 6.45" would be.
I feel this guy hasn't much experience aligning these cars and that maybe they just can't do it. Any thoughts or similar experiences would help as I'm taking it back for the third time in a day. Thanks, Holly

the camber is difficult to reach to the max #'s while everything else is optimal. anything close to 6 and up should be fine, and I really don't believe you'll notice a difference.

although I'm not sure about the "UK Specs", I typically go with the following:
F -1.5 camber / 0 toe / +6 caster
R -2 camber / 1/8 to 1/4 toe IN
