Moving to Chicago...
Burbs is probably easiest if you need that much storage. In town storage is expensive and driving out to the burbs can be a pain in the ass. I have a friend who keeps his weekend-only race car at his parents place out in the burbs and he has to do a lot more planning for autocrosses than I do. (I pretty much roll out of bed and hope in the car whereas he drives up the night before, preps the car, drives back down and has to do the whole thing over again dropping off).
The local race track and SCCA run in Joliet if that helps you any. But you probably don't want to live in Joliet and there are other good autox and track sites that you might want to go to that are completely out of the way.

Definitely the burbs. I saw on the NASA forums that you're a cyclist as well; I think a good balance for you would be the Schaumburg area. Good proximity to road bike trails (near Barrington), restaurants/nightlife, the city and the airport.
