the test pipe isn't a cat, as wilch said its just a straight through pipe...there's heaps of exhausts to look at, it all depends on how much u want to spend...they start from about $750 or so for a single exhaust like the Apex'i N1, the HKS setup is around $900-1000, and go upto around $3k for a Mugen setup

evangelo is correct!
the police doesnt exactly slap you with a 10k fine on the spot, they send u to the epa for a test to see if you comply to emissions suspecting u have no cat. this period would be a few days, so u got a few days to place your standard one back on.
all too much trouble for free flowing exhaust if u ask me. i wouldnt do it.. just saying if u wanted to you could.
but the flames and noise would look and sound CRAZY!

I got EPA'd and had to get my exhaust tested. It registered bang on 90dB
does anyone know how many dB the stock exhaust pulls with a test pipe?!?
and yeah with the fine, dont worry about it. If your running the test pipe and you get an EPA notice, swap it over for the stock cat and take it down to EPA. The guys at EPA arent generally too bad. If your dumb enough to present your car there with a test pipe you will fail the emissions and noise tests, and you will get one month to fix up the car. If your a real idiot and you get done again and go down there again with the test pipe in they will probably chuck a fine at you.
