Ferrari wanted to leak the material to McLaren so that if they didn't win the championship, they'd have an excuse.

There I said it.

You don't get it...Ferrari never authorized the individual or group of individuals that gave the info to McLaren to release the info.....

So Ferrari did not give it to McLaren, someone stole it from Ferrari and gave it to McLaren, who then never reported they had it.

Ferrari fume at ruling
Today
Ferrari have launched a scathing attack on the World Motor Sport Council, claiming their failure to penalise McLaren "legitimises dishonest behaviour."

The furious Maranello team feel the WMSC have set "a very serious precedent," and find it "incomprehensible" McLaren have not been punished for 'fraudulent conduct'.

Following an extraordinary meeting of the WMSC in Paris, McLaren were found guilty of being in possession of confidential documents belonging to Ferrari, yet due to "insufficient evidence" no sanction was imposed.

Don't blame Ferrari one bit....

Complete bulllsshit.

If it were not for the fact that we have seen the FIA act like dolts in the past I would find this outcome to be impossible to believe, but alas, I guess the only conclusion I can come up with is the FIA is virtually worthless.
