Or have single-beam spots wired into the high beam.
Dipped beam is a bugger - using foglights is actually the least illegal answer! You cannot run spotlights that low down & not on without a dip function.

All I'd say is that if you do choose to bolt on extra lights rather than replace the H4s with 'off-road use only' bulbs (which is what I'd do), then make sure you attach them at least as high up as the main lights (it won't be pretty), otherwise, you'll just end up lighting up the road just in front of the car rather than half a mile down the road which I presume is what you're after. If you're thinking about mounting them in the grill at the same level as the fog lights - forget it.

i was looking at buying some 'bolt on' lights, the will fit just beside / below the front number plate. i presume that since this will only be 4-6 inches lower they are still high enough to light way way froward... not the road.
but are there any good (small) bolt on lights ?
i was thinking about putting some lights where the fog lights should be, but that would look
and it would nto do the job im wanting it to do
