I haven't seen the news on this, but it seems in line with the penalty that Hamilton got at the beginning of the season for doing similar.
Hamilton was fuel related, was Vettel under fuelled ?
Either way they must have had good reason, like keeping the season going until the final race

I can see Ferrari playing tactics on this one and using Massa to keep him out of the points or at the very least way back from the front pack.
Vettel will be in 17th by the end of the first lap but if Massa can back up the midfield enough he'll never catch the front runners.

It did seem remarkably similar to the way that Hamilton was told to "stop the car" in Spain.
Though Vettel looked a bit at sea the whole of the qualifying session, certainly not his usual dominant self. It was some lap by Hamtlton though; he's looked a bit like he couldn't be arsed the last couple of races, but this time he looked as good as ever.

What a useless driver Vettel is. Starts 24th and finishes 3rd after 2 pit stops, Just shows he hasn't got what it takes. A really good driver would have won the race. And he should be fined for using the f word.
