Horner won't do anything significant to Vettel by way of punishment. Its like the football situation. The players are worth so much the management can't really afford to piss them off.
But this is not substantially different from Schumacher driving into other drivers, parking his car during qualifying or Teflonso being involved with his team mate deliberately crashing to enable him to win. Both drivers are/were still massively in demand despite being A-holes.
At the moment I agree that he is bigger than the team. Certainly bigger than Horner, probably not bigger than the Red Bull owner who's name i can't be bothered to find out how to spell correctly.

Let's face it, he's only really had to be quicker than Webber for most of his time at Red Bull, something I expect a fair few drivers on the grid could do.
He's nothing without the team behind him (and the same goes for every other driver).
Ultimately, what he did was very unsportsmanlike, which admittedly is nothing new for F1 drivers, especially successful ones (Senna, Schumacher, Alonso, Hamilton and so on...)
That sort of behaviour tends to polarise opinions.
I'm not sure that's the case. Losing Newey would be a worse for the team than losing Vettel.

I think putting Hamilton or Alonso in that car instead and yeah you'd definitely also have championship winner. But I don't know who else I would rate to not just be a rear gunner like Webber.
Though I do think that Vettel wouldn't have won anything in any other car, but given Alonso is locked into Ferrari, his only other competition for this seat was Hamilton, who just locked in to Mercedes.
Unless Torro Rosso turns up another prospect, he's the only guy for the seat, and it's the only car for him.
I think the relationship is symbiotic, Newey knows how to make an unstoppable car for someone who drives like Vettel (in the hands of Webber it's just a contender) and Vettel got his head around the counter intuitive style of blown diffusers better than any one.

Di Resta beat Vettel when they were team-mates in F3, so he can safely be added to the list, as well as Hulkenberg, Raikonnen and Rosberg, maybe even Massa.
Not many know that it was a complete copy of the RB5 except it had a more powerful Ferrari engine.
And then when Vettel overtakes Webber, after ramming him and then trying to ram him again after he'd finished spinning, he blames it on Webber.
People seem to think that Webber shut the door on Vettel during last race in Brazil. Err, hardly.

Vettel isn't in as good a position as Webber. The worst thing Webber could have done was slow down as:
a) He'd have probably been hit
b) He'd have lost a lot of places
c) He wouldn't be able to challenge the Ferrari's
As it was, Webber didn't need to pull over, but you can bet that if Vettel was going to lose, Webber would have retired and gave the points to him in order to take the title.
So now it's all to play for and Seb makes a crap call and loses out to Mark. Mark runs the times asked of him and has been told to take it all easy because everyone is holding station, it's early in the season, we want data on both sets of tyres (Hence the Hard), and those tyres are going to be marginal anyway. The Mercs are waaay back, this is 43 points without mucking about.
No.
He throws it away by attacking Webber. Webber using his infinite wisdom decides discretion is the better part of legally running your team mate off when he tries a silly move up the outside, and completely backs off.
Realistically, who else would want to employ him now?
If Webbo comes back fired up, manages to avoid breaking any bones cycling, and the team give him equal equipment, he can win this years title.
