Maybe taking a page out of the INDYCAR series could do F1 some good? I know when I go to the Indy500 that there are some interesting battles and lots of lead changes. Granted they are all running the same chassis now maybe introducing (or reintroducing) a limit of how much fuel you are allowed to carry (so that the cars have to refuel during pit stops) and limit the amount of pit crew you are allowed. I.E. have a front and rear jack man as well as a tire install/ uninstaller and wheel man per side, that way one team has to replace two tires. They can have as many spotters as they would like if safety is an issue.
With due respect to Indy and the Indy 500 I don't see that any of those measures would do much to improve the racing in F1. Changing the pit crew size would impact pit stop times and would of course impact race strategy. As would the re-introduction of refuelling.
My impression from limited exposure to Indycar racing (attending a couple of races in the 1990's, and TV coverage) is that the close racing, especially on ovals, is as much a product of frequent caution periods as anything else?

I've enjoyed the first two races, watching the drivers struggle with handling of their cars. Whilst Mercedes appear to have a significant advantage at the moment, I don't believe it will last too long.
Yes my draw to Indy car is that they go around in circles and that is so enticing to us Americans!!!!! Whooo!!!
I brought up Indy car because they refuel and use less pit stops. I think this would effect race time strategies and decisions giving way to more exciting racing.
One of the main reasons why I started watching Formula 1 is because oval racing bores the hell out of me.
