Refuelling is used in NASCAR, indycar, WEC and who knows how many other competitions.
And while I don't like the thought of a fire in the pit lane I'm overall happy about refuelling being brought back.
It will bring a new dimension to the strategies, which hopefully can mix things up.
Wider tires will hopefully only be a part of a bigger image, where in the end the cars will not rely so much on the downforce and will allow cars to race closer to each other. Brundle shared some thoughts on this on sky f1, and he makes a good case.
And more engine noise? Just allow the cars to use more than 100 liters of fuel pr hour, and they will be able to increase revs from the 12K they use today to the 15K upper limit.

Simply outlaw all wings, spoilers, diffusers et al and leave it all to the mechanical grip, the engine and the driver's skill.
Something kinda like this, but with contemporary safety standards...

I agree about aero being the issue too.
I think I've mentioned it on here before, but my pet solution to all F1s woes whilst still allowing it to innovate is to set a maximum surface area (excl tyre rubber) for each car. I'm pretty sure that in this day and age of sophisticated CAD systems, even now each team will be able to tell you the nearest mm² their cars' surface areas. It should also be equally easy for scrutineers to measure.
Cap this at a level designed to reduce the aero impact on following cars, but otherwise let the designers "spend" their aero allowance as they see fit. This way we'll hopefully still see some interesting and innovative designs ...
