Not (obviously) being an F1 expert, can someone explain that if a driver is allowed X number of engines and X number of gearboxes for the season, how come Hamilton got a huge grid penalty after one race, did he use up all his gearboxes in one go?

This sort of regulation makes it impossible to enjoy F1, that and Mad Max getting away with shoving Hamilton off the track, he got his comeuppance but nothing from the FAI?
