Cos you or I can simply phone up the DVLA, give them a reg, say it's been abandoned on private ground (as council deals with abandoned cars on public land) and they'll give you the registered keeper's name and address.
Oh, and I don't work for the DVLA, and I am not trying to 'stick up' for them, but my company does to many of the above functions and confidentially recieves and accesses the above data.
