IIRC, an anti-tax increase group wanted to pass out their pamphlets, but they were denied equal access.

Yeah, I worked for a really poorly-run district. If you need to know about bureaucratic graft and how to manipulate the Public Education Industry, I'll be more than happy to share my insight.
