Wow, this is getting worse... Luckily she doesn't owe anything on the old car.

I wonder if GM would be responsible for their dealers.

No, they are not, the dealers are independent "franchisees", and there is no responsibility upward for the business dealing. GM is responsible for any product which the warranty.

I think the DMV is getting a lot of things like this lately. I was told of a case like this in Jersey where they eventually issued the title, but charged the buyer another registration fee, and the DMV went after the dealer/owner for a ridiculous amount of fines and penalties for not transferring the title. The DMV will get their money, but hopefully it doesn't have to come from you.

Just for you HOWARD--- Charges have been filed againist him!!!!

one of them "Gerald Coley, 64, of the 100 block of Applegate Drive, West Chester, faces theft charges for allegedly not turning over to the state more that $70,000 in sales taxes and tag, title and registration fees."
