i saw a 'kit' at Walmart the other day that was made specifically for polishing headlights! It attached to regular drill. I have no idea how well it works.

The only other option i can think of would be taking it to a painter and/or polisher (buffer). Thats where i've seen the best results so far.

Porter Cable with Plexus is what I use.

Is there a chance it's on the inside?

It will keep comming back. Once it starts, you have to fight it continually. Plexus on a buffing wheel works really well, but you should do it every time you wash your car (once a week for me).

flix it....its a buff ball that attaches to a drill and a rubbing compound. the little buff ball also works great for polishing wheels.

I had this problem on my civic headlights i saw a thread on honda-tech on how to clean them, i tried it and it worked great. supplies are fine grit sandpaper and meguirs aluminum polish. First i sanded the headlights with 2000 grit sandpaper and water then once all smoothed out i applied the polish and voila. It sound wierd but the wheel polish worked great.
