Default O3 Rear Window question

Just noticed at lunch today that there is a strip that looks like the loop side of velcro, loose on both sides of my rear window, under the overlap material. Does anyone know what this is for? Can I just remove it? If it is important, can I reglue it to the top?

I don't know what it was originally for, but it is used by (at least one) aftermarket interior cover manufacturer to hold the cover in place. I know, because when I took my cover off a few months ago the velcro strips came off with it I bought some industrial strength velcro, but haven't had the time to put it back on.
