Yes, I think a couple of us run the same set up and I think he is a GPW red/red also. I will be cutting my bulkhead too once I get my 6 pt harness and bucket seats. It will be a street legal set up so the OEM seats and seatbelts will be reinstalled every year or two for VA safety inspection.

Good question. Even if there is one that exist, VA law is a different story. But it's worth pursuing so I'll dig around a bit.

Look into Scroth. That is the name that is coming to mind. If you want I can ask one of the Troopers that comes into the shop. Tomorrow is Friday, so one of them will most likely show up right around closing time.

The harness thing is state by state. Harnesses are ok here in WV.

This is DOT approved and also the only smart 4pt as it has this interesting antisubmarining technology. Any 4pt without the same type of antisubmarining technology is in fact very dangerous as the shoulder belts will effectively pull the lap belt up over your pelvis where it will go on to crush your intestines and possibly your spine.

So having said that, don't get a 4 pt harness if you are going to track your car, even the one above. Its not worth the compromise. Just do it a few track events on normal 3 pt belts with CG lock and then suck it up and get 6 pts and a proper seat that accommodates a sub belt. As leadfootgirl mentioned, you will be much less fatigued and more in control. Which means you go faster.
