You can find the chips and cards for sale by searching via Google...

But frankly, I'd go with the chip over the card, hands down. The cards are non-invasive but require you to swap a CD in and out whenever you play copied media. It's not a big deal at first, but can become a pain with time.

With the chip, you never have to swap anything out. Chips do not screw up your PS2 as long as they are soldered properly. My V5 PS2 (and also my XBOX) has been chipped and working flawlessly for several years now.
