if they lose enough money on bootlegs, the cost will be reflected somewhere else that everyone will end up paying.
also, burning does not sacrifice picture quality unless you compress it too much.

they already charge 2x more than DVDs. To me, they're already charging you for the piracy.

every burnt movie I've seen has been compressed, and there was always a noticeable loss in picture quality.

they aren't charging 2x more than dvd's due to piracy; at this point the disksjust cost more. as far as piracy goes, they can't be pirated at this point, so it certainly doesn't have a negative affect on the price.

You must not be downloading the right ones. There's plenty of dedicated DVD torrent sites out there that only seed 4GB movies.

HD-DVD will be about 12 gigs. Blue Ray will be more like 25 gigs.
If I'm correct, the limit for cable internet is 10 mbps. I don't think that type of connection can handler more than that, and most providers don't give anywhere near that much. At home we have a 6 mbps connection. If people want to download 25 gigs, then the speed would need to increase significantly. Ripping movies to your hard drive is not a big deal because hard drives are cheap, but downloading is a problem.
