ahh you're probably thinking of the compact ones with like clear-ish skin? the ones (i think at least) we're talking about are the fluffy white ones, usually w/bbq pork inside. man i want some really bad now.

Here's my take on it (Eastcoast ABC)....
The Bun is pretty much bread, so like some of my caucasian friends do with regular bread "they cut the crust off". The outer "skin" is sort of the crust so some like it and some don't.
