Are tinted windows a moving violation?

It sounded like the officer was giving you options to give your license back, that only helped him, he wanted you to pay him, or basically admit guilt, but not actually go through the judicial system?
go to court and pay the ticket, I would have said, fine ill go to court, but then fight it, and bring up that he tried to take your license, and accept a form of payment, which i highly doubt is legal, and is probably considered a bribe. You could go to town on that cop, and if the judge isnt crooked either, probably get him fired or in a whole lot of trouble

i honestly think in CA you should be able to have any percentage of tint
the rule should be if you are pulled over you have to roll down your windows to allow them to see into the car.

I can only imagine how scary it can be for an officer alone either in daylight or at night coming up to a car to which he can't see into even with his spot light pointing into the vehicle. Factory tint isn't strong enough to block all of a spot light out, im totally fine with that. Even though 99.9% of traffic stops are probably uneventful, if you can't see inside a car you don't have a single clue what is waiting behind that window. That .1% could be disasterous.

As for cash on the spot being shady, the officer actually takes your license as bond. If you want to contest the ticket, no sweat, you can do that and get your license back at your court date. If you cough up cash on the spot to the officer, you're basically just paying the fine for the ticket in advance. If you choose to contest the ticket and win, you'll get your money back.
