It IS a design issue... a software issue.. and a hardware issue . If Windows wasn't such a porous environment the average user would not have issues with spyware and hardware/software...to me that makes it a design issue.

Lets face it not everyone who uses a computer is an expert on how it runs and how to RTFM this in turn makes it a design issue
