In an Active system, yes. This is how it is wired.

In a Passive system, a 2 channel amp is used (or a 4 channel amp bridged to perform as a 2 channel amp). Each channel is wired into a passive crossover (that box of components that comes with your set). Each passive crossover feeds both a woofer and a tweeter (this is where crosstalk and the inability of the amp to properly dampen each speaker comes in).
