Try adding some Poly fill to the enclosures.
How many watts RMS at 1 ohm, 1200? Can you diagram how you wired the subs and amp for us? Guessing you have the JL 10w3v3 single 2ohm voice coil. Maybe you wired them to 4 Ohm 400wx1 and this combined with the small enclosures are killing your bass.
