Questions about wire gauge

Is wire gauge determined by the outside diameter of the wire+insulation, or just by the diameter of the wire itself? I ordered 4 gauge wire to wire my amp but it looks a little small...

Wire gage is determined by the size of the wire, not the size of wire and insulation.
