is the fuse for cruise and the horn labeled "SRS"?

No. That's for the SRS system (and only the SRS system) - airbag and seatbelts.

Check the upper clutch switch too.

Majority of s2000's have keyless entry. Not a alarm. Try reprogramming the remote. Your SRS and cruise run through your cable reel and that's the only thing they share. There are two fuses one that goes to your switch and the other to your steering wheel controls. You know you have power to your cruise button. The other fuse is fuse 47 under your hood that is to your steering wheel button.
