The problem is the 4-1/2 inch pulley is a 9 lb pulley and not a 10. Get a smaller pulley.

so in order for me to run 14psi pulley i will need smaller than 3.8" pulley?

i just checked the pulley chart list and it states 4.5"pulley = 10psi at 9000rpm

my redline is at 9500 so the extra rpms should make more boost?

I made the chart and pulled the numbers out of the air.

What ever you have is what you get. Order up several and have fun. The 4.25 inch would be fun. The 4 inch would be even more fun,

I've been seeing high 13s to low 14s with the 4 inch at 9200 rpm.

The issue is you can't compare pulley diameter with Psi produced. You car now makes approx 1.8 psi less than a stock motor. So find a pulley diameter that makes about 1.8psi more than what you want on a stocker.

On a 9:1 motor I'd be wanting a 4" pulley or smaller.
