Get a smaller pulley.

A ported head and lowered CR will cause a lower boost # than a stock CR and stock head.
Time for a smaller pulley to get more boost with your 9:1 motor.

The problem is the 4-1/2 inch pulley is a 9 lb pulley and not a 10.
Get a smaller pulley.
Get a smaller pulley. my redline is at 9500 so the extra rpms should make more boost?
I made the chart and pulled the numbers out of the air.
What ever you have is what you get. Order up several and have fun. The 4.25 inch would be fun. The 4 inch would be even more fun,
I've been seeing high 13s to low 14s with the 4 inch at 9200 rpm.

On a 9:1 motor I'd be wanting a 4" pulley or smaller.
