Default Another Godzilla BOV question

There are 2 inlets for the vacuum line on the BOV. For s/c application, the vacuum hose goes into the top one. Does the second one have to be plugged or directed to filtered air? Ive had mine for 2 years now and the other inlet seems pretty gunked up. Im guessing it needs to breath, do to the fact that if I cover it with my finger the BOV shuts completley at idle.
