So what are my options to press on?? Can this short block be rebuilt or do I need a new one? If so what's the best route?

Find out what exactly happened and why.

Then I'd either get an oem replacement short block or a used long block if it ends up needing one.

1. compression test

2. leak down test

Could be something simple as the alternator went out.

I can't do either of those tests as I can't get the motor to turn over...even by hand.

I appears the motor will have to be pulled, then disassembled. In the off chance it's the starter that jammed up, you could pull that and try to turn the engine, but it really looks like you have to pull the block.

Not trying to be insulting, but you are making sure the transmission isn't in gear? We all make small oversights.

Pulling the motor is a lot of work if you haven’t confirmed it’s blown. I would do everything short of pulling the head to make sure you’re doing things in proper order. Pulling the starter isnt a bad idea since it’s pretty easy to do just incase its stuck on the flywheel. Another thing to do would be to pull all the spark plugs and get a pin camera down in the bores to see if you can see any signs of scoring or other damage, if no, pull the pan and baffle and take a look for signs there. You could remove the vtec unit and check the screen for any metal that may have circulated its way there, however if it was a more abrupt problem such as it sounds, nothing may have had a chance to circulate there yet and so checking the pan would be more of a sure thing. Check that the oil pump and timing chains as well as the woodruff key/gear are in place at the end of the crank when you pull the pan IF you can see from there. Good Luck!

Pull the plugs and start there, 10 minutes and you will see if they are just a brownish color or soaked in black goo

do you have a cold air intake? suck up water??

Years ago I crossed some water from a fire plug someone knocked off in a SVT Focus. The Cold air SUCKED up 8-10 oz of water, killed the motor. Towed it home, pulled intake and plugs, got the shop vac and sucked up water.
2 hours bolted it back together and started just fine.

so i pulled the plugs...still nothing....pulled the belt auto tensioner, alternator, and starter. And broke my 3/8 x 1/2" adapter. Put the crank tool on a big 24" breaker bar and the motor let loose almost knocking me on my butt. I can now turn the motor with a 3/8" rachet...the starter spins freely in one direction. Also the motor died 2 times right before I had to get it towed home.

???

I'm going to pull the oil pan this weekend...any other thoughts?
