There is a port/nipple that comes off the thermostat housing under the intake manifold which feeds it and the TB, which appears to be circulating all the time. Its not the easiest to get to so some have just blocked off the send/return lines on the side of the manifold. There have been write ups on this in years past. 200F heater around the intake manifold when you have fresh 40-90F air being ingested from the intake/filter isn't a great performing set up. Unless you drive your car in the artic and are worried about the manifold freezing up. You don't need/want a manifold heater. Of course water/meth injection mitigates a lot of this, but that's not really viable with you are NA.
