When you say you checked the valve, did youapply power to it and make it switch? I am not using an EMS but I had problems with no VTEC after the car sat for almost 3 months while I was overseas. The solenoid was stuck from sitting so long. I tapped on the solenoid and hit VTEC a few times before it would work reliably. It works fine now. Something to try.
according the the page 6-12 of the manual I uninstalled the Vtec selenoin and press it with the finger on the valve to see if its works

That should be enough to know whether it is sticking or not. You could try applying power still. Troubleshoot one piece at a time.
