God... my last car was a VW and this is the big fad for the "euro" look (not my term, just using the parlance of our time). It is purely for looks most of the time. Sometimes it is done to make the tire fit inside the fender.

As for the "looks" argument...it just looks like you cant afford (or don't know enough) to buy a correctly sized wheel/tire combination for your car and had to cannibalize it off of another car. If that's the look you're going for,
