If you work in corporate offices all of the license plate numbers are usually on file with the front desks. Maybe try that, and if they dont want to give the info out, just go in and tell them that car with license #XXXXXX has its lights on. When he comes out to shut em off, hand him the pics.
I would definitely report the incident to your insurance. You have a few days to report an incident but reporting it asap is recommended.
It is a felony to hit a car and not leave a note but given that you already gave them a note to let them know of the incident and not act on it is just plain rude. Report it and let your insurance take care of it.

Like others said, it looks like it'll buff right out which you can probably do or take it to a car detailing shop; and also talking to the offender so she at least is conscious of what she did so it won't happen to anyone else. Good way to rep the S community

I wouldn't bother trying to track down the person. You left a note and they didn't contact you, so there's no point getting involved in a possible conflict.
Contact your insurance agent. Tell them what happened. Tell them that you have a photo of the car as it was parked when you found it (clearly resting on/against your car). Tell them that you also have a picture that clearly shows the license plate number. Your agent should take it from there. That's their job. They should tell you to get an appraisal (or 3) for the repairs. They'll probably want you to record an official statement of what happened. Then it will be up to your agent to track down the insurance company for the other party. That person's insurance should cover the damages, and even if they deny the claim, then your insurance company will cover the damages and it should not affect your premiums in any way.
Good luck, man. At least you were fortunate enough to know which car did the damage. However, I find it curious that they would back into a spot like that. Are you sure you're giving us the full story? Given the positions of the cars, they'd have a pretty good argument that you actually hit them.
