Thanks for all the replys guys..

I waited for 3 hours for the "offender" to show up..it was an old man. so none of that nasty stuff..basically i asked him if he would like to fix my bumper without the insurance getting involved. he said no. i said ok then how would you like to get it fixed..he said he wouldnt. he also denied that he hit me, so i showed him the picture and said look your over my line.. to which he replied how do i know you were there.. i said i get here at 6 what time do you get here? he says 730..i said ok.. and i asked for his insurance info and before i took all his information down i even asked again.. i said are you sure you dont want to keep the insurance out of this.. he said how much is it to get the bumper fixed? i said likely around 600 bucks. to which he said SIX HUNDRED BUCKS?! i said sir look at my car.. does it look like it would be a cheap car.. ? i didnt ask for you to hit it.. it your fault..

anyways pretty much hes not gonna fess up. i have his information, i called my insurance made the claim and we will see if i get any money...someone should come out and inspect the damage tommorrow. so we will see. if i have to end up paying the deductable then ill just say screw it and have them leave it..

Hit and run... Period. I would file a police report and get the police involved. Just simply because the guy is a pure Jackass and a liar. If he will do it to you then he definately has the potential and balls to do it to someone else. I can't believe you waited this long. At this point in time the least you can do is file a police report so you have it documented what happened just in case you need to reference back to something. What a jackass he is... I would make him hurt on this issue. Don't be Mr. Nice Guy. Get the proper people involved. Don't Dr. Phil your way through this issue.

Don't know how insurance works in San Diego, but in British Columbia, here's the run-down:

If someone hits your car when you're not in it, and doesn't leave a note with their insurance info... it is automatically ruled as a hit-and-run. All you have to do is call your insurance company, and tell them that your car was involved in a hit-and-run. When your take your car to the insurance company for the inspection, there will always be a police officer there. Since hit-and-run is a crime, the cops legally have to be there for the inspection. Simply show the cop the picture of the incident, and the other vehicle's plate number. They will criminally charge the other owner with a hit-and-run, and their insurance will pay for the reparations to your car.

Cry me a river.

What about possible damage to the headlights from shifting of the bumper with possible future headlight condensation, even burn HID bulb because of it. I am looking at couple grand here. Am I right or am I right. You can never risk, rather be safe then sorry. Guy deserves what he got.
True, not everything is cosmetics, what about the actual 6mph bumper behind the bumper cover?
