Only 27k miles, you do realize the aftermarket internals like forged pistons do not have the same life span as OEM. You will be doing good to 50k-60k out of it if you stay NA and that is if everything is currently in great shape. 20 to 25 psi could wear it out alot quicker. I would stay away from used internals unless you have a really good engine builder that will look over all the parts with a caliper.

You have lots of researching to do before you get in way over your head. 3k budget is not even close to enough for any decent build.
Just find a good condition AP1 for sale with a running motor and add a supercharger and call it a day. You are going to spend 2-3 times the amount you think at least and you will still make much less power than a slap on supercharger.
