removed the test pipe and replaced it with my stock cat and havent had any CEL since then

yes, you can take it to pep boys, borrow their code reader, and clear your codes that way. No need to take it to a muffler shop or emissions center.

For the record, my Invidia testpipe has 1 defouler welded to the exhaust pipe, and another identical defouler screwed into that one. I don't have any performance problems and I've had it under my car for about 2 years.
