I didn't mean to imply that I'm sure that the OBDII machine does command a rich or lean condition. I was just talking with the inspector about random crap as he performed the tests, and wasn't really paying attention to what he was doing for the first few minutes. When I noticed how many things the OBDII machine was telling the inspector to do and check, I was surprised. It would say things like "rev the motor to XXX RPMs for XXX seconds", or "Verify that the CEL light just came on".

As an engineer, software developer, and car enthusiast, if I were to develop a testing protocol for OBDII, it would include a verification that the OBDII ECU could cause rich and lean conditions on command.
