Coilovers, please.
If you're just tracking, as opposed to racing/time trialing/solo2, stock aint half bad!
If you want to be able to adjust to tailer the handling to you're exact preference Koni yellows work well. I put a set on my MY02 and they are fine. I turn them up on track days and have the ability to tune for the individule track, then turn them back down and enjoy a better than stock ride home. I got my set for under $400 new, they usually run $699-700. Put the left over $9300 into brake pads/brake fluid/dedicated track wheels and tires and entry fees and be HAPPY

I think that the answer (for me) depends on what kind of racing you plan on doing, and which class you plan on competing in (which of course means what other mods you are doing to the car) ... maybe just race the car in a stock class for now, get a feel for it, and then determine what you want to do -- it would suck to buy a sweet suspension setup and leave the power levels near stock, only to be bumped into a class where your car is no longer competitive.
